Education Next surveyed 2,155 parents with children in K-12th grade across the country. This revealed more than half of U.S. students are still learning entirely through distance learning and reopening plans have been shaped by political considerations that have little to do with public health concerns. In fact, school districts with weaker teachers unions were more likely to offer in person instruction. The severity of the health crisis seems to have little effect on districts’ decisions to open schools.
